Henrico hit-and-run victim dies

The woman struck by a hit-and-run driver in Eastern Henrico early on the morning of July 5 has died, Henrico Police said Wednesday. Twenty-five year-old Howquana Kara Bugg of Henrico, was walking against traffic on the shoulder of the eastbound lanes of the 5700 block of Nine Mile Road when she was hit by a vehicle. A 21-month-old infant with her also was struck and remains hospitalized in serious condition.
