Youngkin signs legislation designed to encourage placement of children in foster care system with family members

New legislation signed recently by Virginia Gov. Glenn Youngkin aims to help place children in foster care with relatives more frequently, a move that advocates say can improve the child welfare system and help kids achieve better outcomes.
